Applied Calendar & Holiday Rules
Important distinction: U.S. federal statutory holidays (5 U.S.C. §6103 / OPM) apply by law to federal executive branch employees. State government calendars, Federal Reserve / commercial banking clearing schedules, stock markets (NYSE/Nasdaq), and private-sector employers may follow different closure policies.
Calculation Methodology & Official U.S. Federal Holiday Schedule (5 U.S.C. §6103)
The Business Days Calculator counts net working days between two calendar dates—or computes a target date by adding or subtracting N business days—while accounting for configurable weekend days, the 11 U.S. federal statutory holidays (5 U.S.C. §6103), official weekend observance rules, and custom excluded dates.
Dates are converted to continuous proleptic Gregorian civil day numbers to avoid daylight-saving or timezone errors. For each day in the selected boundary interval, the engine checks whether the day of the week is in the active weekend set (default Saturday and Sunday), then checks whether the date matches an enabled U.S. federal statutory holiday (including cross-year observed holidays such as December 31 when January 1 falls on a Saturday under 5 U.S.C. §6103(b)), and finally checks custom excluded dates.
Calendar Rules & Schedule Distinctions
- Default weekend schedule treats Saturday and Sunday as non-working days; users can switch to Friday/Saturday, Sunday-only, 7-day operations, or custom days.
- Default holiday schedule includes the 11 permanent U.S. federal statutory holidays under 5 U.S.C. §6103(a) with weekend observance rules under 5 U.S.C. §6103(b).
- Under 5 U.S.C. §6103(b), a fixed-date holiday falling on Saturday is observed on the preceding Friday, and a holiday falling on Sunday is observed on the following Monday.
- Federal statutory holidays legally govern federal executive branch offices; state governments, Federal Reserve banking clearing systems, stock exchanges (NYSE/Nasdaq), and private-sector employers may follow different closure schedules.

Frequently Asked Questions
What happens when a U.S. federal holiday falls on a weekend?
Under 5 U.S.C. §6103(b) and OPM rules, if a fixed-date federal holiday (such as July 4 or December 25) falls on a Saturday, the preceding Friday is treated as the observed non-working holiday. If it falls on a Sunday, the following Monday is observed. You can toggle between observed dates and exact calendar dates in the settings.
How does this calculator differ from the Date Difference Calculator?
While the Date Difference Calculator focuses on general calendar spans, weeks, and multi-unit date arithmetic, the Business Days Calculator provides a dedicated statutory U.S. federal holiday engine (all 11 holidays with 5 U.S.C. §6103(b) weekend observance shifts), configurable weekend workweeks, individual holiday checkboxes, and strict business-day addition/subtraction.
Do private employers and banks follow the exact same holiday calendar?
Not always. Federal law (5 U.S.C. §6103) applies to federal agencies. While the Federal Reserve and most banks observe these 11 holidays, private companies often skip certain holidays (like Columbus Day or Veterans Day) and add others (like the Friday after Thanksgiving). You can uncheck individual federal holidays or add custom dates to match your organization.
